Adoption of Ordinance 2011-06 approving the Third Amendment to the Development Agreement between the City of Fairfield, the Fairfield Redevelopment Agency, and Albert D. Seeno Construction Company, Inc., a limited partnership, Seecon Financial and Construction Co., Inc. and West Coast Home Builders, Inc., all California corporations, guaranteeing development of the Villas at Havenhill Project on approximately 19.57 acres of land located on the south side of Red Top Road, west of the future Havenhill Road (APN: 0180-070-080 portion).

Adoption of Ordinance 2011-07 amending Chapter 25, Article I, Section 25.12.3 of the Fairfield City Code, also known as the City of Fairfield Zoning Map, rezoning approximately 433 acres located north of Air Base Parkway, east of Clay Bank Road, south of the Putah South Canal (APNs: 0166-110-150, -360, -420, -430, -450; 0166-120-150, -870, -880, -890; 0167-190-340, -370; 0170-010-020, -400, -410; 0170-050-060, -230, -250, -260, -280, -290 – or portions thereof). 

Item 7. Adoption of Ordinance 2011-08 repealing Ordinance No. 2010-08 amending Chapter 25, Article I of the Fairfield City Code.. 

Item 8. Resolution 2011-62 accepting frontage improvements, including a traffic signal, for the Wal-Mart Super Center store. 

Item 9. Resolution 2011-63 authorizing the purchase of one replacement mobile tree chipper. 

Item 10. Resolution 2011-64 authorizing the Mayor to execute a Consultant Services Agreement between the City of Fairfield and Solutions for Transit for on-call transit consulting services.

Continued public hearing and introduction of Ordinance 2011-04 approving the Second Amendment to the Development Agreement between the City of Fairfield and Green Valley Land, LLC, a Delaware limited liability company extending the term of the agreement, modifying various recitals and sections, modifying Exhibit “B” Development Plan and modifying Exhibit “C” Description of Traffic Mitigation Measures of the agreement for Green Valley Corporate Park located east of Green Valley Road, west of Suisun Valley Road, north of Interstate 80, and south of Mangels Boulevard (APNs: 0045-280-370, 380, 390, 400, 410, 420, 490, 530, 540, 550, 560, 570, 580, 590, 660, 670, 680, 710, 720, 730, 740, 750 and 760).

Public hearing and Resolution 2011-65 approving the issuance of notes, bonds, or other evidence of indebtedness not-to-exceed $10,000,000 aggregate principal by the California Statewide Communities Development Authority for the UBS Manufacturing West Coast Production Facility at 299 Beck Avenue.

Item 14. City Council discussion of process for selecting solid waste collector for the City of Fairfield and consideration of Resolution 2011-61 approving an amendment to the Consultant Services Agreement between the City of Fairfield and R3 Consulting Group, Inc. to assist the City in negotiations with the City’s existing solid waste collector and rescinding Resolution 2011-19B.
