    1. Presentation of the Kent P. Jackson Neighborhood Revitalization Award to Susan Sharif of Mid-Peninsula Housing Management Corporation by Diane Schober (Eve Somjen, 428-7456).

    3. Approval of minutes - March 3, 2009.

     Recommended Action:  Approve minutes.

    4. Minute action requesting the Chief of Police write a Letter of Public Convenience or Necessity (Sean P. Quinn, 428-7400).

     Funding Source:  There should be minimal costs, if any from Mr. Hussain obtaining a liquor license.  If the calls for police services become disproportionately high, the Use Permit can be revoked.  There are a number of other provisions built into the Use Permit to ensure a nuisance is not created.

     Recommended Action:  Approve minute action requesting the Chief of Police write a Letter of Public Convenience or Necessity. 

    5. Resolution 2009-47 accepting subdivision landscaping improvements for the Cordelia Heights (La Vita E Bella) subdivision (George Hicks, 428-7494).

     Funding Source:  The landscape improvements costs will be paid from the North Cordelia Landscape and Lighting District.

     Recommended Action:  Adopt resolution.

    6. Resolution 2009-48 initiating proceedings for the annexation of territory (Annexation No. 3) to the Fairfield Landscape and Lighting Maintenance District No. 17 (Chadbourne-Beck-Cordelia); and the levy and collection of annual assessments related thereto commencing with Fiscal Year 2009/2010; and

     Resolution 2009-49 for preliminary approval of the Engineer's Report regarding the annexation of the City of Fairfield Landscape and Lighting Maintenance District No. 17 (Chadbourne-Beck-Cordelia), Annexation No. 3 (Mission Solano); and the levy and collection of annual assessments related thereto commencing with Fiscal Year 2009/2010; and

     Resolution 2009-50 of the City Council declaring its intention to annex territory to the City of Fairfield Landscape and Lighting Maintenance District No. 17 (Chadbourne-Beck-Cordelia) and to levy and collect annual assessments related thereto commencing with Fiscal Year 2009/2010; and calling for a property owner protest proceeding, to submit to the qualified property owners the question of levying such assessment range formula for said annexation (George Hicks, 428-7494).

     Funding Source:  No fees are required for this annexation process. 

     Recommended Action:  Adopt resolutions.

    7. Resolution 2009-51 approving the Relocation Plan for the South PACE Apartments Affordable Housing Project (Lark Ferrell, 428-7457).

     Funding Source:  There is no additional financial impact to the City or the Agency by this action.  The relocation costs incurred will be paid by the developer from the project's budget, which is partially funded from a previously approved Agency loan of $9,073,694.

     Recommended Action:  Adopt resolution.

    8. Resolution 2009-52 concerning the new Green Building Fee required by SB1473 (Tom Garcia, 428-7444).

     Funding Source:  Based on the past calendar year (2008) construction valuation of $35,151,000, the total Green Building Fee will be $1,407 and the portion retained by the City will be $141.

     Recommended Action:  Adopt resolution.

    9. Resolution 2009-53 approving Amendment No. 8 to the Engineering Services Agreement between the City of Fairfield and Creegan + D'Angelo for the East-West Water Transmission Pipeline Project (Rick Wood, 428-7481).

     Funding Source:  $635,000; Water Enterprise Fund.

     Recommended Action:  Adopt resolution.

    10. Resolution 2009-54 increasing certain General Fund fees and charges by 8.38% to incorporate overhead and technology costs (Bob Leland, 428-7495).
     

     Funding Source:  The proposed increase in fee revenues recovers a portion of both overhead and technology costs from program users, rather than having this entire burden borne by the general tax-paying public.  The estimated General Fund revenue increase of approximately $400,000 spares a like amount of budget cuts (and loss of approximately four jobs) from having to be enacted.

     Recommended Action:  Adopt resolution.

     Funding Source:  The vacation of this section of roadway will relieve the City of maintenance responsibility for approximately 1,725 feet of street.

    A) Resolution 2009-59 approving a Negative Declaration for the adoption of an Ordinance to amend the zoning of four properties located at various locations in the City; and

    B) Introduction of Ordinance 2009-04 amending Chapter 25, Article I, Section 25.12.3 of the Fairfield City Code, also known as the City of Fairfield Zoning Map, rezoning four properties located at various locations in the City, namely:

    1) Approximately 1.66 acres located at 3690 Hilborn Road from Open Space Conservation to Office Commercial; and

    2) Approximately 3.4 acres located at 1101 Union Avenue and 1052 Jefferson Street from Medium Density Residential and Low-Medium Density Residential to High Density Residential; and

    3) Approximately 0.43 acres located at the northeast corner of Dover Avenue and Dickson Hill Road from Public Facilities to Office Commercial; and

    4) Applying the Planned Development Overlay Zone to an approximately three-acre parcel located at 4015 Suisun Valley Road within the Office Commercial-North Cordelia Overlay Zone (Rick Hancock, 428-7450).

     Funding Source:  There is no direct fiscal impact to the change in land use designations for these sites.
    Recommended Action:  1) Hold public hearing; 2) Adopt resolution; 3) Waive first reading of ordinance in full and approve reading by title only; and 4) Approve first reading of ordinance.

    A) Resolution 2009-60 approving a General Plan amendment from High Density Residential (9.7 acres) and Low-Medium Density Residential (10.4 acres) to Medium Density Residential (20.1 acres) and adopting an addendum for a previously adopted Mitigated Negative Declaration for the Madison development located to the east of Peabody Road, south of the Putah South Canal (APNs: Pages 0166-29 through 31); and

    B) Introduction of Ordinance 2009-05 amending Chapter 25, Article I, Section 25.12.3 of the Fairfield City Code, also known as the City of Fairfield Zoning Map, to rezone approximately 20.1 acres of property located east of Peabody Road, south of the Putah South Canal from the High Density Residential and Low-Medium Density Residential Zone Districts to the Medium Density Residential Zone District (Rick Hancock, 428-7450).

     Funding Source:  There is no direct fiscal impact to the change in land use designations for these sites.
