    1.     2. Approval of minutes – October 4, 2011.

    Recommended Action: Approve minutes.

    3. Resolution 2011-196 approving a Memorandum of Understanding between the City of Fairfield and the Fairfield-Suisun Sewer District for the 2012-2022 City of Fairfield Household Hazardous Waste Collection Program (Esther Blanco, 428-7528).

    Funding Source: There will be no fiscal impact on the City. The annual contribution will be passed through to Solano Garbage Company to cover the District’s share of program costs. Starting in 2012, the District will contribute $40,000.00 annually. An automatic 2.5% inflator will be added annually starting in 2013.

    Recommended Action: Adopt resolution.

    4. Minute action authorizing destruction of records in accordance with records retention schedules (Gabriele Cohen, 428-7374).

    Funding Source: None.

    Recommended Action: Approve destruction of records by minute action.

    5. Resolution 2011-197 accepting the Fairfield Police Department Communication Center & Electrical Work Project as complete (Steven L. Hartwig, 428-7494).

    Funding Source: The final cost for the project is $1,516,914.34, and was paid from Public Facilities Capital Funds.

    Recommended Action: Adopt resolution.

    6. Minute action approving response to the 2010-2011 Grand Jury Report entitled “Public Safety Volunteer Programs Fire Emergency Services” (Vince Webster, 436-7222).

    Funding Source: None.

    Recommended Action: Approve by minute action the response to the 2010-2011 Grand Jury Report “Public Safety Volunteer Programs Fire Emergency Services.”

    7. Introduction of Ordinance 2011-14 repealing Section 12.18 and adding new Article X of Chapter 12 to the Fairfield Municipal Code to update the City’s procedures for graffiti removal and enforcement (David White, 428-7398).

    Funding Source: The financial impact associated with this ordinance is likely insignificant. While there are up-front graffiti abatement costs, the attached ordinance enables the City to recoup these costs, thereby making the financial impact potentially minimal.

    Recommended Action: 1) Waive first reading of the ordinance in full and approve reading by title only; and 2) Approve first reading of ordinance.

    8. Resolution 2011-198 to Resolution 2011-202 amending the current Resolutions and Memoranda of Understanding for the Fairfield Employees’ Association, Fairfield General Management Association, Executive Group, Elected Officials, Fairfield Fire Managers’ Association and the Non-Management Confidential Group (Steve Janice, 428-7758).

    Funding Source: The bargaining units and employee groups listed in this report have agreed to continue the 10% furlough and/or the salary reduction plan through June 30, 2012. Starting the calendar year beginning January 1, 2012, these bargaining units and employee groups will pick up 50% of the City’s increase in the medical and dental premiums. The adopted City budget had assumed the City would pay all of the increase in premium costs.

    Recommended Action: Adopt resolutions.
