Measure P Oversight Committee

The Measure P Oversight Committee reviews the use of revenues collected pursuant to Ordinance No. 2012-12 and reviews the annual audit of the sales tax revenues collected. The Committee holds quarterly meetings in February, May, August, and November.

Who pays the City’s current sales tax?

Everyone who purchases any items (other than those exempted) in Fairfield will pay the tax, including visitors.

What would a sales tax apply to? What’s taxed and what isn’t?

A local sales tax would apply to the same goods and services and be subject to the existing state sales tax on tangible personal property. For example: furniture, cars, giftware, toys, antiques, clothing and gasoline would be subject to the tax. Items that are exempt from sales tax include sales of certain food products for human consumption (groceries), sales to the U.S. government, sales of prescription medicine and certain medical devices, sales of items paid for with food stamps, rent, mortgage payments, and utilities.
How much would a new measure cost?

The measure currently being explored by City leaders is a one-cent sales tax increase. This measure would require a vote of the people and a 50%+1 voter (simple majority) threshold for approval. If approved by city voters, it would add $1 to purchases of $100 or less in Fairfield.
Measure P & Fairfield’s Homeless

As of January 2026, Measure P continues to provide critical funding for several homeless outreach and intervention programs in Fairfield. According to the 2025 Measure P Annual Report and city announcements, these funds support the following primary initiatives:

ACCESS Team (Change and New Beginnings - CANB) - This outreach team is contracted through June 30, 2027, to provide comprehensive engagement with individuals in encampments. They offer immediate support, resources, and direct pathways to housing stability.

Homeless Intervention Team (HIT) - A specialized unit within the Fairfield Police Department that balances proactive outreach with law enforcement. HIT builds rapport with unhoused residents to connect them with medical services, employment training, and case management.

Homeless Engagement and Response Team (HEART) - Operated by Public Works, this team focuses on the health and safety of public areas. They work alongside the HIT team to manage encampment cleanups and address biohazardous conditions while assisting individuals in finding alternatives.

Emergency Shelter Operations - Measure P funds approximately 21 city-funded emergency shelter beds through CANB and an additional five beds for pallet shelter operations through Mission Samoa. In 2025, these local outreach teams successfully funded shelter placement for 315 people.

Homeless Outreach Partnership Event (H.O.P.E.) - A recurring "one-stop shop" event providing unhoused residents with access to food, Medi-Cal services, mobile showers, and other support. The first significant event for 2026 is expected to be announced soon.
