The City assists companies seeking a location in Fairfield, as well as existing businesses looking to expand.  Fairfield has a successful track record creating business parks, helping companies secure a site that meets its needs, assisting with city development approvals, and providing follow up business retention calls.

Incentives

The City of Fairfield provides financial incentives to businesses moving to Fairfield or expanding an existing Fairfield business on a case-by-case basis. The level and scope of financial assistance is determined by the number and quality of jobs and capital investment that a new or expanding company may bring to Fairfield, as well as other factors. 

Assistance can include, but is not limited to, land write downs, direct loans, and other types of assistance and/or the financing or deferral of development impact fees. Current Programs include:

The City can also serve as a conduit for either tax-exempt or taxable industrial bond financing, through California Communities or the Fairfield Industrial Development Authority.  The City has a well-established track record in this area.  The City also operates a direct loan program which provides "gap" financing.

Site Selection

Economic Development staff will assist businesses throughout the site selection and entitlement processes. The city will serve as an advocate and ensure that City permit approvals are handled efficiently and in a timely manner.

Streamlined Permit Processing

The city's streamlined permit process allows for reduced development review and processing times. Staff can issue many permits administratively.  Those that have to be reviewed by the Planning Commission will be done in an eight to ten week time period. These procedures apply to nearly all development projects.

Business Retention & Expansion Program

City of Fairfield's Business Retention & Expansion Program (BRE) is a new initiative developed in partnership with the Solano Economic Development Corporation (EDC), Visit Fairfield, the Workforce Development Board, the Solano-Napa Small Business Development Center (SBDC), and local Chambers of Commerce, to strengthen Fairfield’s business community by supporting existing employers, encouraging growth, and fostering collaboration across key industries. Through regular business visits and ongoing collaboration, the program ensures that businesses receive direct, personalized support, making it easier to overcome obstacles, expand operations, and thrive in Fairfield’s competitive economy.

The City of Fairfield's Guide to Business Financing outlines the various types of financing available to persons or businesses in Fairfield through various agencies, lending institutions, and other sources, including the City of Fairfield. Staff is very experienced in both private and public funding options.
