Economic Development Manager

Keisha Mamaril is the Economic Development Manager for the City of Fairfield, where she leads business retention, attraction, and expansion efforts that support investment and strengthen the local economy. She oversees citywide business assistance programs, collaborates with developers and property owners, and works across departments to advance development and redevelopment initiatives that enhance commercial and industrial districts. Keisha also partners with regional organizations and community stakeholders to promote inclusive economic growth throughout the City.

Prior to joining the City of Fairfield, Keisha worked in commercial real estate, driving revenue growth and supporting tenant mix and property activation. She also brings experience from the financial services sector, where she conducted risk and data analysis, as well as background in sales and hospitality management, providing a well-rounded, business-focused perspective to her work in economic development.

Jennifer RiceJennifer Rice

Economic Development Specialist

Jennifer Rice is the City of Fairfield’s Economic Development Specialist.  Since 2011, she has been the primary point of contact for real estate transactions and property asset management for the City. Jennifer began her role in real estate in 1997 where she worked with a nationwide residential property management company before making the move on to a local commercial real estate development and management company in Fairfield. Jennifer is responsible for the sale and acquisition of City-owned real property, easements, right-of-entry agreements, lease agreements, licenses, and other real estate-related contracts and transactions. Jennifer earned her Right of Way (RWP) certification from the International Right of Way Association in 2016. In 2020, Jennifer earned a certificate of completion for the Advanced Institute for Economic Development from CALED in collaboration with California State University, Fresno. She regularly works with the business community promoting City programs such as the Revolving Loan Fund and the REAP Program.
