Planning Applications, Forms & Checklists
The Planning Division is here to help guide the community with development review procedures and the processing of development applications. Depending on the application type or intensity, project approval may occur directly at the counter or may require review by the Community Development Director, the Planning Commission, or the City Council.
If you are new to the planning application process, we recommend that you speak with Planning Division staff before preparing an application for submittal. Our planners can walk you through the requirements, explain what supporting materials are needed, and confirm applicable fees. Please note: Many projects that require a planning permit also require a building permit. For building permit information, please contact the Building Division at (707) 428-7451.
Application Submittal Requirements
To ensure timely processing, only complete applications will be accepted. All Planning applications must be submitted online through Fairfield BUILD. A completed Master Application Form, mailing labels (500 ft), digital PDF copies of all plans, additional applications and documents are required. Fees will be invoiced once a Planning Division staff member has received your submittal online. Please note application review will NOT begin until payment is received.

If you are missing items or required information, we will not be able to accept your application.
Planning Schedule & Submittal Deadlines
All new project submittals will be reviewed for completeness prior to scheduling for a particular hearing or meeting. At the end of this period, applicants will receive written notice of the status of their application. Completed applications will be scheduled for hearings/meetings while those that are deemed incomplete will require additional information before a hearing/meeting date can be determined.

There are 6 different types of Development Review: Commercial, Community Design Plan, Extension, Industrial, Multiple Family Residential and Single Family Subdivision. Each has the same required documentation; details on each type below followed by the required documentation listing. Development Review - Commercial Required for new Commercial projects over 25,000 square feet. The purpose of Plan Review is to provide an over-the-counter review for minor architectural and site planning improvements, such as but not limited to installation of a new window or door in a commercial storefront, repainting of a commercial storefront, replacement of plant materials in an existing landscaping setting, Seasonal Permits, or installation of outdoor equipment with no environmental impacts in a hidden location not visible from off-site. Improvements which require more discretion in review or may have impacts on the public or adjoining properties will require Minor Discretionary Review. This process does not apply for residential improvements. For residential improvements, please look for the appropriate application for a building permit.

There are 3 different types of Sign Permits: Individual, Program and Temporary. Each has the same required documentation; details on each type below followed by the required documentation listing.
Sign - Individual A commercial or industrial wall or monument sign.
Sign - Program Required for all new non-residential projects comprised of more than three tenant spaces. However, a Sign Program can be approved on any commercial project containing more than one tenant space. The purpose is to ensure that all are coordinated with the project architecture, and that they have design features consistent with other signs in the project. A Sign Program shall illustrate the design of all permanent signs within a project. It shall specify the design details including the number and precise placement of freestanding and building signs, the type of construction or type of sign cabinets to be used, illumination, colors, and letter size and font. All new signs within a project shall be consistent with the approved Sign Program.
Sign - Temporary A commercial or industrial banner, A-Frame, or inflatable signs. This permit is good for 1 year - Jan. 1 through Dec. 31.

Each has the same required documentation; details on each type below followed by the required documentation listing. Please be advised that additional applications may be required depending on the proposed project scope.
Marsh Development Permit - Administrative Any property owner seeking to place fill, facilities, or structures, whether temporary or permanent, whether or not these structures or fill require a building permit or do not require a building permit shall obtain Marsh Development Authorization (“Authorization”) to do so. This application is applicable to any property located within the boundaries of the Suisun Marsh Primary or Secondary Management Area, as designated by the map titled “Boundaries of the Suisun Marsh,” adopted by the San Francisco Bay Conservation and Development Commission (Resolution No. 53) on February 2, 1978.

There are 2 different types of Negative Declarations: Mitigated Negative Declaration and Negative Declaration. Each has the same required documentation; details on each type below followed by the required documentation listing.
Mitigated Negative Declaration Required if a Mitigated Negative Declaration (MND) is needed. An MND is necessary if the project may cause adverse environmental impacts that can be mitigated through proper measures. A MND is a lesser environmental analysis than an Environmental Impact Report.
Negative Declaration Required if a project does not qualify for exemption under the California Environmental Quality Act (CEQA) but will not result in any significant effect on the environment.

The National Environmental Policy Act (NEPA) review process is an environmental review process for when federal funds are being used for a project. To make sure you are applying for the proper environmental review, please contact the Planning Division at planning@fairfield.ca.gov or by phone at (707) 428-7461.
Parcel Map Plan Check - Subdividing one parcel into 4 or less parcels. This can only be applied for after a tentative map approval letter has been issued.

Uses requiring a Use Permit may not be appropriate without specific conditions being applied that eliminate or minimize any negative impacts caused by the use. Use this process for any project with a drive-thru or any other feature that would require a planning commission hearing.

There are 3 different types of Zoning Clearance: Zoning Clearance, Boarding House and Temporary Housing. Each has the same requirements; details on each type below followed by the requirements listing.
Zoning Clearance Required to receive zoning designation verification to ensure that proposed land use is permitted at a subject site.
Zoning Clearance - Boarding House Required to receive zoning designation verification to ensure that a proposed Boarding House is permitted at a subject site.
Zoning Clearance - Temporary Housing Required to receive zoning designation verification to ensure that a proposed Emergency Shelter/Temporary Housing is permitted at a subject site.
