General Plan Update Program Environmental Impact Report (EIR)

In 2021, the City determined that the Fairfield Forward 2050 project required the preparation of a Program Environmental Impact Report (Program EIR) in compliance with the California Environmental Quality Act (CEQA). The Program EIR addressed all required topic areas including aesthetics, biological resources, transportation/traffic, natural hazards (including geological, hydrological, and fire hazards), agricultural resources, tribal resources, mineral resources, public services and utilities, population/housing, air quality, and greenhouse gas emissions.

Community members provided input at two different phases in the EIR process: in response to the Notice of Preparation (NOP), which declared that an EIR was going to be prepared and asked the public to comment on what the EIR should analyze; and to the Draft EIR itself, when the public was asked to comment on the adequacy of the environmental analysis

Public Review Documents

The City held a scoping meeting to solicit guidance from responsible, trustee, and federal agencies about the scope and content of the environmental information to be included in the Program EIR. The comment period for the scoping phase ran from August 16, 2021 to September 16, 2021.

A second scoping meeting on the Program EIR was held on September 8th, 2021 at 6:00 pm during a regularly scheduled meeting of the Fairfield Planning Commission. The purpose of the scoping meeting was to provide the Planning Commission and public with an overview of the project, and to receive input from these groups regarding the scope of the Program EIR. No actions were taken at this meeting.
