Rockville Proposed Fee Schedule

The Rockville Park is a 633-acre public park and open space area located in the northwest portion of Fairfield. The Council established the Committee in 2007 by Resolution No. 2007-319 to advise the City regarding the management, planning, maintenance, and operation of the park.

At its October 24, 2024, quarterly meeting, the Committee recognized the need to increase park entrance fees to address staffing and maintenance funding shortfalls. Entrance fees for Rockville Park were originally established in 2004 and most recently updated in 2009. The budgeted operations and maintenance expenses for the current fiscal year (FY) 2024-2025 is $620,000, while park entrance fees are currently projected to be $100,000, based on the average revenue generated by these fees between FY 2019-2020 and FY 2023-2024. The deficit has been and will continue to be supplemented by the General Fund.

After reviewing current needs and receiving feedback from Rockville Park visitors, the Committee recommends the City Council adopt a resolution to increase the entrance fees for certain Day Use Passes and 6-Month Season Passes, eliminate group passes, and establish a new Annual Season Pass entrance fee as follows:

Updated Master Fee Schedule 

The City of Fairfield recently completed a Comprehensive User Fee Study and revised their user fee schedules to recover 100% of the costs associated with a service provided by the City to members of the public when allowed by law.  A public hearing was held on May 07, 2024, and the new and revised fees were approved by Resolution #2024-111. After City Council approved the resolution, staff identified errors in the police fees, which were listed incorrectly in the Proposed Master Fee Schedule. A public hearing was held on July 02, 2024, to consider the proposed correct police fees for FY2024/25. The fees were approved by Resolution #2024-176, and the new and revised fees are effective July 8, 2024, as the police fees are not associated with planning, development or public works and are not subject to a 60-day waiting period requirement.

Based on the results of the User Fee Study, certain fees are recommended to be added, removed, increased, or decreased to reflect current program costs, while other fees are advised to remain unchanged due to the City’s desire to be more “user friendly” or more comparable to other cities. It is recommended that the current User Fee Schedule be updated based on the results of the User Fee Study.
