ROI Reports

The Homeless Services Division partners with Change and New Beginnings (CANB), Mission Samoa & BayNorth Winter Shelter to provide emergency shelter beds for those experiencing houselessness. Additionally, the City is in contract with CANB for unhoused outreach services (ACCESS Team). The below reports are updates on the City's investments in emergency shelters and outreach services. These reports highlight the costs and outcomes from those investments to address the impacts of those who are unsheltered in our community.

A Coordinated Entry System (CES) is a community-wide system to standardize and expedite the process by which people experiencing homelessness, or who are at risk of homelessness, access housing and homeless resources. Each City in Solano County (excluding Dixon) contributes an amount each year to fund the CES.

Homeless Roundtable Events

Homeless Roundtable Events, held quarterly and in partnership with the Fairfield Police Homeless Intervention Team (HIT) & Kaiser Permanente are a collection of local government, law enforcement, non-profits, health agencies, veteran’s services and faith-based groups who collaborate and learn about ways to help address the unhoused issues in the City of Fairfield. H.O.P.E. (Homeless Outreach Partnership Events)

HOPE Events, held quarterly and in partnership with the Fairfield Police Homeless Intervention Team (HIT) & Kaiser Permanente, benefit low-income individuals, those at risk of homelessness, and currently homeless residents of Fairfield. Individuals have the opportunity to connect with local resources regarding housing, shelters, employment, food, mental health, veteran's services, etc.

Unhoused Persons Memorial Day

Unhoused Persons Memorial Day is an event co-hosted by Housing First Solano Continuum of Care and the Lived Experience Committee intended to remember, honor, and celebrate unhoused community members who have passed.

PIT Count

Point-In-Time (PIT) Count

The Point-In-Time Count is a national initiative to quantify the extent of homelessness and to gather details on the characteristics of people experiencing homelessness.

The 2024 Solano County Point-In-Time Count was a community-wide effort conducted on January 31, 2024. For this snapshot in time, the following was reported:

Solano County: 1,725 people either in shelters or living on the streets
City of Fairfield: 590 individuals
- 176 sheltered
- 414 unsheltered
