Fairfield Police Department Homeless Intervention Team (HIT)
The mission of the HIT team is to balance proactive outreach with enforcement of the law while connecting members of the homeless population with resources that may help them transition from homelessness. The ultimate goal is to reduce the rate of recidivism, incarceration, and the current costs associated with homeless-related crime. The HIT team builds rapport and relationships with the homeless persons to ultimately connect them to services.
City of Fairfield Public Works Homeless Engagement and Response Team (HEART)
The HEART team takes a compassionate yet firm approach to ensure the public health and safety of the community are not compromised. Encampments have the potential to expose the public to a number of health and safety concerns including fire hazards and bio-hazards in the form of human waste, animal waste, drug paraphernalia, and diseases. HEART is responsible for encampment site cleanups to remove bio-hazardous material and other encampment waste to protect the environment and provide safe use of public areas. HEART specializes in working with homeless individuals and works collaboratively with the Police Homeless Intervention Team and local partners.
Change And New Beginnings (CANB) Outreach Team: ACCESS (Assessing, Communicating, Collaborating, Engaging, Strategizing, Supporting)
The ACCESS team is designed to address homelessness through a comprehensive approach focused on direct engagement and community collaboration. ACCESS staff works in collaboration with HIT, HEART, Solano County Behavioral Health and Resource Connect Solano to engage individuals in encampments, offering support, resources, and pathways to housing stability. This unified effort aims to address the immediate needs of individuals while providing long-term solutions to break the cycle of homelessness. CANB is in contract with the City's Homeless Services Division to employ ACCESS staff from January 1, 2025 through June 30, 2027.
