Vista Ridge Supportive Housing Project

Vista Ridge is a proposed Permanent Supportive Housing (PSH) community located at 3331 N Texas Street in Fairfield, CA, the current site of a hospitality property. The project proposes converting 100 guest rooms into 50 permanent one-bedroom homes designed to support individuals transitioning out of homelessness.

Vista Ridge will offer on-site services tailored to the needs of:

Veterans
Individuals experiencing behavioral or mental health challenges, such as PTSD
Unhoused individuals

This effort is part of California’s Homekey+ program, an award-winning initiative that has already provided housing stability to over 15,000 people. The Danco Group of Companies, the project developer, has submitted an application to Homekey+ to fund the rehabilitation of the site. The total project development will be ~$26 Million. The City of Fairfield has committed $1.53 Million to the rehabilitation of this project.

Developer Fees

Set by State Rules: For rehab projects like Vista Ridge, state regulations cap developer fees at $35,000 per unit for the first 30 units and $13,500 per unit for each unit above 30.
Our Project’s Fee: With 50 units, that works out to $1.32 million total — about 5% of the project’s eligible basis.
Typical Allowance: In many affordable housing projects, state rules allow up to 15% of eligible basis as a developer fee. Because Vista Ridge is smaller than the maximum possible size (we could have developed up to 100 units on the site), we receive a much smaller fee than we might in other projects.
Why This Matters: This fee structure ensures the project complies with state limits and directs the bulk of funding toward housing and services, not developer profit.

Sight Selection

We didn’t choose this site at random — it’s one of the few in the area that meets the state’s funding requirements and can be turned into housing efficiently.

It’s available now at a price that works. The owner chose to the property to DANCO at a cost that fits within state funding limits for both purchase and renovation.
It’s close to what residents need. Grocery stores, pharmacies, health care, transit, and other essential services are nearby — which the state looks for when deciding where to invest.
It’s more cost-effective than new construction. Converting existing buildings into housing allows us to create homes faster and for less money, stretching state and local funds further.

This site allows us to secure the funding, open the doors sooner, and give residents the best chance to succeed.

Community Engagement and Answers to Questions

DANCO has calendared two Community Engagement meetings from 5:00 pm- 7:00 pm on August 27th and September 17th, 2025. Both meetings will take place at Willow Hall at 1000 Kentucky Street, Fairfield, CA 94533.

Intake Process

People can’t just show up and get a unit — there’s a strict, multi-step process.

Referred through Solano County’s system: All residents must come through the County’s Coordinated Entry System, run by Resource Connect Solano (RCS). They must also be engaged with County Behavioral Health services, meaning they’re already connected to local care and support.
Local residents first: Because referrals come through the County’s own system, people already living here and receiving services are the first to be matched with housing.
Committed to change: Everyone referred has taken the first step toward stability by engaging in services. Research and experience show that people who take that step are far more likely to succeed in housing long term.
- Vista Ridge is designed for local residents already working with County programs, not for people being dropped off from other communities.

All residents of Vista Ridge are required to sign this standard California residential lease. This is the same lease used across properties managed by Danco Property Management and includes clear, enforceable rules for safe and respectful community living.

The agreement contains:

Strict prohibitions on criminal activity and behavior that threatens the safety or peace of others.
Guest limits, noise rules, and smoking restrictions to protect all residents’ comfort and security.
Requirements for property upkeep and responsible use of common areas.
Clear consequences for violations, including the possibility of eviction for serious or repeated breaches.

These provisions are enforced consistently and in compliance with California law. When a violation occurs, property management addresses it promptly, often in coordination with onsite services to resolve issues quickly. Residents who repeatedly or seriously violate their lease terms may lose their housing.”

Substance Use: Housing First programs lead to healthier outcomes, with residents reducing substance use over time and gaining better access to recovery services.
Operations: Homekey sites are professionally managed with on-site staff, security, and clear rules, ensuring safe, well-run environments.
Property Values: Research shows no decline in nearby home values; in some cases, values increase as blighted motels are renovated into quality housing.
Quality of Life: By moving people indoors, communities see fewer encampments, cleaner public spaces, and reduced strain on emergency services.
