Construction Schedule:
Week of August 17th to August 21st, 2026
- Westbound & Eastbound Outside Lane: Continue installing electrical infrastructure and adjusting utility covers to grade throughout the project site. Begin installation of thermoplastic striping and pavement markings.
Week of August 24th to August 28th, 2026
- Westbound & Eastbound Outside Lane: Continue the installation of electrical infrastructure as well as thermoplastic striping and pavement markings. Complete adjusting utility covers to grade.
Week of August 31st to September 4th, 2026
- Westbound & Eastbound Outside Lane: Continue installation of electrical infrastructure as well as thermoplastic striping and pavement markings. Begin installation of stamped asphalt at crosswalks.
July 16th, 2026
AT&T has completed the replacement of the underground vault on the westbound lane adjacent to the Park Crossing Apartments.
Temporary pedestrian pathways are provided in areas where concrete sidewalks are undergoing replacement to maintain continued access to businesses.
Construction Schedule:
July 20th to July 31st, 2026
Traffic signals will be operating in flash mode at night between 7:00PM and 6:00AM for asphalt grinding and paving operations.
Please keep in mind that when a stop light is flashing red in all directions, it should be approached as a four-way stop intersection.
Week of July 13th to July 17th, 2026
- Westbound & Eastbound Outside Lane: Remove and replace damaged concrete curb and gutter. Adjust utility covers to the new roadway grade. Continue installing electrical infrastructure as well as landscaping in planter areas and medians.
Week of July 20th to July 24th, 2026
- Westbound & Eastbound Outside Lane: Install electrical infrastructure for traffic signals. Begin spot repairs and grinding the existing roadway surface in preparation for paving operations.
June 9th, 2026
Both westbound and eastbound OUTSIDE LANES along West Texas Street, from Pennsylvania Avenue to Beck Avenue, are permanently closed. One lane in each direction, alongside the center lane, will remain open at all times.
July 8th, 2026
Both westbound and eastbound OUTSIDE LANES along West Texas Street, from Pennsylvania Avenue to Beck Avenue, are permanently closed. One lane in each direction, alongside the center lane, will remain open at all times.
Sidewalk on the north side and sections of sidewalk on the south side of West Texas Street are now open to the public. Temporary pedestrian pathways are designated on the south side of the street to ensure continued access to businesses.
Left turns are prohibited at the intersection of West Texas Street and 1st Street as Contractors have installed a median island.
AT&T has begun construction to replace an underground vault on the westbound lane adjacent to the Park Crossing Apartments, closing a segment of the right turn lane to Beck Avenue.

Both westbound and eastbound OUTSIDE LANES along West Texas Street, from Pennsylvania Avenue to Beck Avenue, are permanently closed. One lane in each direction, alongside the center lane, will remain open at all times.
Sidewalk on the north side and sections of sidewalk on the south side of West Texas Street are now open to the public. Temporary pedestrian pathways are designated on the south side of the street to ensure continued access to businesses.

May 27th, 2026

Sidewalk on the north side of West Texas is now open to the public. Temporary pedestrian pathways are designated on the south side of the street to ensure continued access to business.

- Eastbound Outside Lane: Continue installation of irrigation and topsoil in new planter areas. Install electrical infrastructure. Continue demolition for median island on West Texas Street, between Pennsylvania Avenue and 5th Street, and begin concrete installation when ready. Plant trees in new planter areas.
Week of May 11th to May 15th, 2026
- Westbound Outside Lane: Minor work anticipated in planter areas.
- Eastbound Outside Lane: Continue installation of electrical infrastructure. Excavate to install topsoil in the median islands on West Texas Street, between Pennsylvania Avenue and 5th Street. Continue planting trees in new planter areas.
April 16th, 2026
Both westbound and eastbound OUTSIDE LANES along West Texas Street, from Pennsylvania Avenue to Beck Avenue, are permanently closed. One lane in each direction, alongside the center lane, will remain open at all times.

- Eastbound Outside Lane: Install irrigation and topsoil in new planter areas. Complete minor asphalt restoration alongside the installation of concrete sidewalk, curb and gutter.
March 19th, 2026
With left turns onto and from West Texas at 1st Street restricted, drivers traveling eastbound on West Texas Street are expected to use nearby neighborhood streets to reach Fairview Elementary School. The most likely alternate routes include 2nd Street to Empire Street to 1st Street, or Pennsylvania Avenue to Empire Street to 1st Street.
While passenger vehicle traffic on Empire is expected to rise, the residential layout should keep heavy trucks away, as there are no commercial sites in the immediate area to draw them in. Trucks are encouraged to avoid West Texas Street as a primary route and instead use Travis Boulevard from Interstate 80 or Pennsylvania Avenue from State Route 12.

- Eastbound Outside Lane: Continue installation of irrigation infrastructure and topsoil in plater areas. Install underground drainage infrastructure, landscaping irrigation sleeves, as well as street light conduit and foundations.

- Eastbound Outside Lane: Continue survey and bore operations to install remaining conduit for fiber optic lines.
Week of December 15th to December 19th, 2025
- Westbound Outside Lane: Continue installation of underground drainage infrastructure. Prepare for installation of sidewalk, curb, and gutter when complete. Continue installation of irrigation lines and begin planting when complete.

- Eastbound Outside Lane: Complete remaining pothole survey to verify utility conflicts. Once verified, contractor's will bore to place conduit for fiber optic lines.
Week of October 6th to 10th, 2025
- Westbound Outside Lane: Install underground drainage infrastructure. Continue the installation of street light conduit, landscaping sleeves, and foundations. Relocate remaining fire hydrants and prepare for sidewalk installation when complete.
- Eastbound Outside Lane: Complete remaining pothole survey to verify utility conflicts. Once verified, contractor's will bore to place conduit for fiber optic lines.

Both westbound and eastbound OUTSIDE LANES along West Texas Street, from Pennsylvania Avenue to Beck Avenue, are permanently closed. One lane in each direction, alongside the center lane, will remain open at all times.
Temporary pedestrian pathways are designated along the street to ensure continued access.

Starting Monday, July 28th, Route 1 bus stops between Beck Ave. and Pennsylvania Ave. will be closed due to construction on West Texas St.
Route 1 riders are urged to board at:
- Outbound: the Fairfield Transportation Center or temporary stop at Woolner Ave. and Enterprise Dr.
- Inbound: temporary stops at Woolner Ave and Enterprise Dr, and Pennsylvania Ave. and Broadway St.
This detour will remain in effect until project completion, projected for Summer 2026.

On April 15, 2025, the City Council awarded a construction contract to Ghilotti Brothers, Inc. for project. The total contract amount is $10,084,965.
West Texas Street is an important roadway connecting I-80 to downtown Fairfield and its community destinations including shopping centers, schools, regional parks, city and county government headquarters, a performing arts center, and an aquatics complex. This commercial corridor also links residents to key transportation hubs, such as the intermodal Fairfield Transportation Center and Suisun-Fairfield train station.
West Texas Street became a local street when Caltrans rerouted Highway 12 and relinquished the right-of-way for the former Highway 12 to the city in the mid-1990s. With the growth of the city and the re-routing of the highway, it now serves as a local road, however it needs to serve both commercial needs and the needs of residents who do not own cars, or rely on bicycles, walking, and mass transit.
The proposed complete-street improvements will make the roadway safer, which will encourage more people to bicycle and walk. Newer, better-designed mixed-use corridors will attract new residents, jobs, and commercial development.
Project Elements
The project will be reducing the number of lanes on West Texas Street from the five-lane highway to a three-lane complete street design. Installation of Class IV separated bikeways, widened sidewalks, landscaped buffers, and two additional marked crossings: one new traffic signal at 2nd Street and one rectangular rapid flashing beacon near 1st Street.

How does West Texas Complete Street work?
Funding
The total cost of the project is estimated over $20 Million.
Funding for the project is provided through state and regional grants, and local contributions. In 2021, the project was awarded $10.9 million in state grant funds through the Active Transportation Program administered by Caltrans. The project was awarded $1.37 million in Regional Transportation Impact Fee from the Solano Transportation Authority. The remaining funds are contributed from Senate Bill 1 Road Maintenance and Rehabilitation Program and local contributions.
Construction will start July 2025 and anticipated to continue through July 2026. Please note that this schedule is subject to change depending on weather, unanticipated circumstances, and seasonal access restrictions to creek areas. Work will typically take place 7:00 a.m. to 7:00 p.m. from Monday through Friday. On occasion, if deemed necessary and as approved by the city, periodic night work and/or weekend work may be necessary. Prior notice will be given for night work, and if periodic weekend work is needed.
This construction includes significant roadway excavation, paving, landscaping, traffic signal installation, and sidewalk improvements. As with all large construction projects, there will be unavoidable disruptions to nearby businesses, neighbors and to motorists traveling in the area. We apologize in advance for noise, dust, lane closures, traffic delays, and any other impacts or inconveniences.
When driving in the area, always be aware of construction crews and equipment, flaggers, special signage, slower traffic, and rough roadway. Follow all special directions from signs and crews and never travel faster than is safe for the conditions. If possible, use an alternative route to avoid traffic delays.

Why is the City of Fairfield pursuing the West Texas Complete Streets Project?
The project is an outgrowth of the Heart of Fairfield Specific Plan and public input received during the formation of that Plan. The proposed complete-street improvements will provide better designed mixed-use corridors, will improve connections to the downtown area, attract new residence jobs and commercial developments, make the roadway safer, and encourage more people to bike and walk.
Why did the city reduce traffic lanes and dedicated bike lanes when there were not many who ride bikes in W Texas?
There are a surprising number of bicyclists on West Texas and the implementation of the Heart of Fairfield Specific Plan is expected to draw an even greater number. In addition, the incidents of car vs. bicycle crashes along the section of West Texas were statistically significant. Protected Class IV bike lanes were needed to provide the needed bicycle safety. The decrease in the number of through vehicle lanes helped accomplish the Plans goal of traffic calming and reduced speeds and crashes.
Would reducing lanes results in fewer cars driving by and fewer customers?
Reducing lanes was a key part of achieving the safety goals outlined in the Heart of Fairfield Specific Plan. While the new design includes fewer lanes, it improves traffic flow by clearly separating different transportation modes and reducing conflict points. Traffic modeling—based on real-world data—shows that the street’s capacity remains comparable to the previous layout.
A similar redesign in downtown Fairfield in 2022, which included all-way stops, defined bike lanes, and traffic calming features, has already proven successful. These changes not only enhanced safety but also slowed traffic enough for drivers to better notice and access local businesses. Since then, downtown has welcomed seven new restaurants, experienced higher foot traffic, and become a more vibrant commercial area.
We expect West Texas to experience similar economic and community benefits following the completion of these improvements.
Why were there medians installed, preventing turns left between Pennsylvania and 1st Street but not at other locations?
Center medians by their nature prohibit left turns but are needed is some instances to are important where needed to improve safety and traffic flow. An analysis of data showed that the block between 1st Street and Pennsylvania Avenue had a very high rate of collisions, particularly serious collisions. Based on a review of 5-years’ worth of data, 35% of crashes and 65% of fatalities along the entire stretch of the project occurred in this block and many involved turns into or out of driveways. This section of West Texas Street also has a school crossing. Based on the data, a center median in this block was necessary to address this history of issues and provide needed safety for all mode of transportation.
Why did the City choose plastic bollards (K71 Post) instead of a raised curb for the Class IV Bike Lanes? Class IV bike lanes require some type of vertical barrier to help protect bicyclists.
The two most common types are curbs and flexible delineators. For West Texas Street, curbs were not an attractive option because they would impede drainage from the street and create potential traffic safety problems. Flexible delineators were a better complement to the design of the roadway. The City chose the K71 Post over standard delineators as they are more aesthetically pleasing and offer greater protection due to their size.
What is a bike box and how do you use it? This is a new design for Fairfield where both Drivers and Bicyclist will need education.
Bike boxes are safety improvements for cyclists. A "bike box" is a designated area painted on the road at a traffic light intersection, allowing cyclists to position themselves ahead of car traffic when waiting for a green light. This increases the visibility of cyclists and helps to minimize collision risks, particularly from right-turning vehicles.
Utility Relocation Project- Completed
As part of the West Texas Complete Streets Project, the City of Fairfield will replace the old water main along West Texas Street from just west of Curtis Drive to Pennsylvania Avenue starting October 1. The Utility Relocation Project will involve installing a new water main on the north side of the street and new water, irrigation, and fire hydrant services for all adjacent properties.
During construction, you may experience temporary driveway access restrictions, noise, dust, and poor air quality. For your safety, please pay attention to posted signs and flaggers. Construction hours will be Monday - Friday from 7 am to 5 pm.
West Texas Street Utility Relocation Project - Thursday, January 30, 2025
During the week of January 27th, the Public Works Department and its contractor made great progress on the installation of the new waterline in West Texas Street. The following are key updates:
- Water Main Installation: The 12” water main, service lines, stub streets, and backflow devices have been successfully installed, tested, chlorinated, and tied into the system.
- Service Box & Backfill Work: Crews are currently setting service boxes and completing backfill work on the private side.
- Sidewalk & Road Restoration: Work is underway to restore sidewalks and roadways affected by the project.
The contractor is slated to complete construction mid-March, depending on weather.
West Texas Street Utility Relocation Project - Wednesday, December 11, 2024
The Public Works Department, in collaboration with its contractor, Cratus, is pleased to announce a significant milestone in the ongoing construction on West Texas Street. This week, preliminary flushing and chlorination are being performed on the newly installed water main. These essential procedures are critical to ensuring the water main meets the required health and safety standards.
Upon successful completion of the flushing and chlorination process and contingent on favorable sampling results, the contractor will proceed with connecting domestic water services to the new main. Starting Friday, December 13, Cratus will begin installing new service connections, commencing at the 1300 block of West Texas Street, near Pennsylvania Avenue. From there, the team will progress eastward towards Curtis Drive to complete the service connections for local businesses and residents.
The Public Works Department appreciates the community's patience and understanding as this critical infrastructure improvement project advances. Notices have been sent to business and residents, impacted by the service disruption and you can expect minor service interruptions during the connection process, but every effort will be made to minimize disruptions.
