PTAP-24 Pavement Management Program Update

Annual City Pavement Maintenance Projects Typically Incorporates a Combination of the Following Treatment Types

• Base Failure Repair - Treats localized area of pavement failure by removing the full depth of existing pavement and placing a new layer of Hot Mix Asphalt (i.e. fixing a pothole)
• Cape Seal - Comprises of a chip seal covered with a layer of slurry or microsurface
• Chip Seals - Thin application of liquid asphalt cement (emulsion) immediately followed with a layer of aggregates that is compacted and embedded into the liquid asphalt to waterproof and protect the underlying pavement
• Crack Seals - Fills pavement cracks to prevent water from entering the pavement and extend pavement life
• Fog Seals - Light application of diluted asphalt cement (emulsion) to rejuvenate aged, discolored pavement
• Full Depth Reclamation (FDR) - Pulverizes the existing asphalt section, recycles the crushed asphalt by recompacting the material with cement and water to produce a durable base layer and places down a new layer of Hot Mix Asphalt
• Overlay - Adds a 2 or 3 inch layer of Hot Mix Asphalt over existing pavement
• Slurry Seals - Thin application of diluted asphalt cement (emulsion) with fine aggregates to protect the underlying pavement and provide a new sealed driving surface
• Microsurface - Similar to slurry seals but contains additives to accelerate drying time and allows for night work

In November 2012, Fairfield voters passed the Measure P ordinance, a one-cent transaction and use tax ordinance to support neighborhood police patrols, firefighting and rapid 9-1-1 emergency response, crime prevention programs, fixing potholes and repairing neighborhood streets, parks and recreation, and other general services.

The ordinance directs the City Council to establish a five-member oversight committee to review expenditures of revenues collected pursuant to the ordinance. 

In November 2016, Fairfield voters extended Measure P through March 31, 2033.
