Rancho Tolenas Corp. (developer) is required to make widening improvements to Manual Campos Parkway, from the bridge over the Putah South Canal to Clay Bank Road.

The project will also include the installation of traffic signals at the intersections of Mystic Drive and Dickson Hill Road, as well as the construction of a driveway providing smoother vehicular access to the Cement Hill Water Treatment Plant, owned and operated by the Solano Irrigation District.

These improvements will improve traffic circulation along this arterial roadway.

May 12, 2026

This week, Moreno Trenching started excavation and conduit installation activities along Manuel Campos Parkway between Dickson Hill Road and Clay Bank Road.

To facilitate this work, a partial closure of Clay Bank Road, north of Manuel Campos Parkway, will be required beginning Wednesday, May 13 at 7:00 a.m. through Friday at 4:00 p.m. Traffic control measures and detour signage will be in place to assist motorists through the area.

This work is part of the overall roadway widening improvements for Manuel Campos Parkway and is being completed in phases to support the safe and efficient delivery of the project. The trenching and conduit installation will facilitate the relocation of existing overhead electrical poles that are currently in conflict with the planned roadway improvements. This work will also prepare the corridor for PG&E’s planned installation of underground electrical infrastructure and transformers anticipated later this summer.

During construction activities, access through portions of the work area will be restricted and traffic delays should be anticipated. Residents and motorists are advised to use alternative routes and avoid the area if possible, during the closure period. Construction noise, temporary lane shifts, and intermittent traffic impacts are expected. Motorists are encouraged to slow down and follow all posted traffic control signage to help ensure the safety of the public and construction crews.

March 12, 2026

City staff continue to coordinate closely with the Villages at Fairfield master developer, Lewis Management Corporation, to advance the in-design segments of Manuel Campos Parkway.

For the segment of Manuel Campos Parkway between Clay Bank Road and Portland Drive, bid ready improvement plans were submitted this week to the City. Staff will review the final plans to confirm consistency with City standards and specifications. Pending completion of this review, the project is anticipated to be advertised for construction bids by mid-April 2026, with construction expected to begin in mid-June 2026.

For the segment of Manuel Campos Parkway between Dickson Hill Road and Clay Bank Road, the developer has executed a contract with PG&E and contractor to relocate the existing overhead joint utility poles that currently conflict with the proposed roadway widening improvements. Completion of this utility relocation work is a critical step necessary to allow construction of the ultimate roadway alignment. The developer is coordinating the utility relocation concurrently with completion of the remaining design elements for this segment. The goal is to complete the relocation work in time to allow construction of this segment to occur in parallel with the Clay Bank Road to Portland Drive segment, helping to advance completion of the overall roadway improvements by June 2027.

April 17, 2025

This week Teichert Construction started the next phase of utility relocation at the intersection of Clay Bank Road and Manuel Campos Parkway. Currently, PG&E overhead poles and power lines run east-west along Manuel Campos Parkway, but their location conflicts with the planned road widening. To address this, Teichert will underground and relocate the existing PG&E facilities. This is a critical step in expanding the parkway from two lanes to four.

Meanwhile, Hemmington Landscape is nearing completion of the center median work between Dickson Hill Road and Mystic Drive. This week, they finished installing landscaping and irrigation and began placing bark. In the coming weeks, they will install the irrigation booster pump to complete the median enhancements.

February 27, 2025

This week, the break in the rain has allowed the contractor, Hemmington Landscape, to continue landscaping along Manuel Campos Parkway. Crews have started installing trees and plants along westbound Manuel Campos Parkway. Next week, the contractor plans on installing bark and continuing making progress on installing the irrigation system to support the new landscaping

 Additionally, on February 12^th, the Public Works Department started the procurement process for the driveway improvements planned at the Solano Irrigation District Cement Hill Water Treatment Plant (CHWTP). The project includes grading and paving of the CHWTP access road and pond berm, installation of drainage and sewer utilities, and installation of a new physical access security system. The tentative schedule for this scope of work is:

• Bid Acceptance Period – February 12 to March 25
• Bid Opening – March 25
• Anticipated City Council Award – April 15
• Start of construction – Mid-June

In October 2024, DeSilva Gates Construction (contractor) continued landscape improvements along Manuel Campos Parkway from Mystic Drive to Dickson Hill Road in preparation for the rainy season. The contractor will be working on installing the electrical and irrigation infrastructure to support planting within both the median and along the northern portion of Manuel Campos Parkway for the next several months. The irrigation and electrical work are approximately 60% complete. The contractor plans on installing the planting (e.g., trees, shrubs, etc.) by spring 2025.

In addition to the construction activities, the Public Works Department is actively working on rebidding the driveway improvements planned for the Solano Irrigation District Cement Hill Water Treatment Plant (Plant). Staff recently met with the design team to discuss how to repackage the necessary access improvements to ensure that this preceding work is completed and allows for widening improvements to restart spring 2025. Staff working on rebidding the project with an updated scope and expects to publish the bid in early February.

August 24, 2024

On August 24^th, the electrical contractor (Tennyson Electric LLC.) recently completed the installation of the new traffic signal controller cabinet and battery back-up at the intersection of Manuel Campos Parkway and Clay Bank Road. With the widening of Clay Bank Road from 2-lanes to 4-lanes under construction, this traffic signal upgrades will allow for safe turning movements in the intersection. Upcoming this week, construction crews are installing traffic signal detector loops in the pavement which simply detect the presence of a vehicle or bicyclist and send a signal to the controller cabinet. 

In addition, Public Works staff is preparing the construction contract documents to rebid the driveway improvements planned for the Solano Irrigation District Cement Hill Water Treatment Plant (Plant). The existing driveway to the Plant is located approximately 1,000 feet east of the intersection of Manuel Campos Parkway and Dickson Hill Road. The ultimate configuration of Manuel Campos Parkway includes a raised concrete landscape median at the existing driveway that restricts eastbound left turns. The City of Fairfield is required to complete access improvements to the Plant prior to continuing roadway improvements on Manuel Campos Parkway. The procurement schedule anticipates rebidding to start in October and awarding a construction contract in December. Construction is anticipated to start March 2025.

There has been some significant construction work involving the removal and replacement of curb and gutter on the stretch between Dickson Hill and Mystic Drive. The new curb and gutter have already been poured, and the next steps involve landscaping and patch paving. Here's a summary of the schedule:

• Wednesday, August 21st: Landscapers will begin working on the landscaping in the area.
• Week of August 26th: Contractors will start patch paving the newly installed curb and gutter.

City Manager, David Gassaway and Assistant Public Works Director, Ryan Panganiban give the latest update on different areas of the Villages Capital Improvement Project.

The roadway widening improvements are being completed as part of the overall Villages at Fairfield master planned community and is managed and constructed by the Rancho Tolenas Corp. and their contractors. 

Planned improvements include adding two northbound lanes on Clay Bank Road from Cement Hill Road to Manuel Campos Parkway. These improvements will improve traffic circulation along this arterial roadway and provide proper traffic flow for the Villages Development.

The project also includes modification of the median, median landscaping, turn pockets, resurfacing of the existing southbound lanes, and installation of traffic signals at Manuel Campos Parkway, Gulf Drive, and Merriment cross streets.

Construction started in June 2024 and roadway work is anticipated to continue through the end of year. Landscape improvements are planned to start spring 2025.

Please note that this schedule is subject to change depending on weather, unanticipated circumstances, and seasonal access restrictions to creek areas.

Work will typically take place 7:00 a.m. to 7:00 p.m. from Monday through Friday. On occasion, if deemed necessary and as approved by the City, periodic night work and/or weekend work may be necessary. Prior notice will be given for night work, and if periodic weekend work is needed.

June 24

Hemmington Landscape, the contractor for landscape improvements on Clay Bank Road between Cement Hill Road and Manuel Campos Parkway, has completed approximately 80% of the irrigation system installation. As a reminder, the new northbound lanes were opened to the vehicular traffic late 2024 and work is being completed by the nearby developer of the Villages at Fairfield subdivision. With the roadway construction phase now complete, the contractor has remobilized on-site to move forward with median and roadside landscape improvements. This week, the contractor plans to start installing street trees and will continue soil amendment work in preparation for planting. Landscape construction is expected to continue through the summer.

October 10, 2024

Teichert Construction (Contractor) is currently 95% complete with widening improvements on Clay Bank Road. Over the past couple of weeks, the contractor has completed striping improvements and energized the new traffic signal at Gulf Drive. Through the end of October, the contractor is working on remaining construction ‘punch-list’ items, which includes general site clean-up, installation of stormwater pollution prevention measures, etc.

Traffic control devices will remain in place during this time to allow construction crews and equipment to safely move through the construction area. Landscape improvements (i.e., planting and irrigation) along this stretch of Clay Bank Road will commence spring 2025. Please advise that there will be night work on Clay Bank Road between Cement Hill Road and Manuel Campos Parkway on Wednesday, September 25, 2024. The work is scheduled to begin at 9:00 P.M. and will continue until 6:00 A.M. the following morning.

The contractor will be installing permanent striping on the recently paved road. Motorist can expect lane closures and traffic delays while work is being completed. Please use caution and avoid the area if possible.

August 26, 2024 

The contractor has made great progress on the widening of Clay Bank Road from Cement Hill Road to Manuel Campos Parkway. To facilitate the next phase of construction, starting on Wednesday, August 28, northbound traffic on Clay Bank Road will be shifted to the newly paved section of the road. The contractor’s current construction schedule anticipates paving work to continue through mid-September.

Please be aware that the new traffic signal at the intersection of Clay Bank Road and Gulf Drive will be activated on Thursday, August 26. Initially, the signal will be set to flashing red, requiring all motorists to come to a complete stop at the intersection. Please drive safely and follow all posted signs and signals.
