MCE is a public, not-for-profit electricity provider that gives all PG&E electric customers (residential, commercial, and municipal) the choice of having 60% to 100% of their electricity supplied from clean, renewable sources - such as solar, wind, bioenergy, geothermal, and hydroelectric - at competitive rates.

MCE was formed in 2008 and service was launched to customers on May 7, 2010 as California's first Community Choice Aggregation (CCA) program. MCE currently provides renewable energy to more than 540,000 customer accounts and more than 1 million residents and businesses in 37 member communities across four Bay Area counties: Contra Costa, Marin, Napa, and Solano. Solano County members include: the City of Fairfield, the City of Vallejo, the City of Benicia, and the County of Solano.

How Does It Work?

• MCE is a local not-for-profit public agency that provides a choice of more renewable electricity options at stable and competitive rates for a cleaner environment. MCE determines the source of electricity, called electric generation. MCE's generation service will replace PG&E's generation service on your bill. PG&E will continue to deliver your electricity, maintain power lines, provide repairs, and send your monthly bill. 
  
  When the State of California deregulated the energy market in 1997, many Californians switched to alternative energy providers. In 2002, Assembly Bill 117 was passed establishing Community Choice Aggregation (CCA), which allows California communities to choose the source of their electricity. MCE was California's first CCA agency and there are a total of 23 CCA operating throughout California.
  
  Starting in April 2022, MCE will become the primary electricity provider for Fairfield homes and businesses. 

Does MCE Replace PG&E?

• No. PG&E continues to provide all gas services, electric delivery, billing, and power line maintenance. MCE only replaces the electric generation services with renewable energy.

How Do MCE Rates Compare to PG&E's?

  For over a decade, MCE has provided stable and competitive rates compared to PG&E. MCE typically only changes rates once per year, or not at all. Customers who are enrolled in discount programs such as CARE, FERA, and Medical Baseline automatically receive the same discount with MCE; no action is needed.

Service Options

• MCE offers the Light Green and Deep Green service choices. Residents may choose to remain with PG&E's electric generation should they desire. Learn more about your service options and how to choose them at:

Enrollment and Opting Out

• Starting in April 2022, MCE's generation service will replace PG&E's starting with your April 2022 billing cycle. To ensure that everyone has an equal opportunity to receive the benefits provides by Community Choice Aggregation (CCA) programs such as MCE, State law requires all electricity customers to be serviced by MCE unless you opt out. You can to choose to start service with MCE automatically or opt out to keep PG&E for your electric generation. Customers may request to opt of of MCE service at any time and there is no charge for opting out of MCE before or within the first 60 days of service.

•  MCE is a Community Choice Aggregation (CCA) program opposed to an Investor Owned Utility (IOU) like PG&E. Historically, IOUs have been the default service provider to customers their jurisdiction. However, in 2002, when state legislators passed Assembly Bill 117, this default status was transferred to from the IOU to the CCA. Once a city or county implements or joins a CCA program, state law requires that customers be automatically enrolled in the CCA services unless they choose to opt out. 

• No, MCE will not need to install anything nor will there be any changes to your PG&E meter. MCE will simply meet your energy needs from more renewable sources.

EV Rebates

For income-qualified customers, MCE offers an electric vehicle (EV) rebate and free customer support to help residents take advantage of rebates and incentive to lower the price of newly purchased and leased EVs. Depending on your eligibility, you could receive up to $13,750 in EV rebates and up to $2,000 in EV charging rebates. Click here for available rebates and incentives.

City of Fairfield Request for MCE Membership
On December 3, 2019, the City Council of the City of Fairfield voted to request membership in MCE service. All City Council Members voted unanimously to move forward with requesting membership with MCE via Resolution 2019-288. On December 17, 2019 the City Council of the City of Fairfield passed and adopted Ordinance No. 2019-11, and entered into a Memorandum of Understanding between MCE and the City of Fairfield.

The City of Fairfield's request was presented to MCE's Board of Directors in 2020 and MCE voted to include the City of Fairfield in MCE's Implementation Plan. The California Public Utilities Commission formally accepted MCE's Implementation Plan on March 8, 2021.  

On November 16, 2021, the City Council of the City of Fairfield passed Resolution 2021-285 and hereby appointed Doriss Panduro as the regular director to represent the City of Fairfield on the MCE Board and Scott Tonnesen as the alternate director.
